Bugs in diesel

My engine seems to have less power than previously.  Apparently this could be bugs, is this possible?

Biodiesel bugs
Yes I had this.  Its a real problem, I had to have my diesel drained and strained by the Yard and the filters were all clogged up, they had to be replaced. Recent reductions in sulphur and addition of biofuels directives have made diesel an ideal breeding ground for bugs that can sludge fuel filters, lines and apparently even eat through tanks if left unchecked. A major rise in microbiological attack along with the direct action of biodiesel looks to be causing damage that may cost inland boat operators millions. Recently, concerned delegates attending Biofuel Forum discussed issues surrounding the new low-sulphur fuel, as it seems it may not only cause damage to older or plastic fuel tanks and seals, but can also breed bugs that will sludge fuel lines, filters and even eat through tanks if left unchecked.
